Victoria’s Planning Provisions say a Vegetation Protection Overlay can require a permit to remove, destroy or lop vegetation specified in its schedule. Native vegetation has a separate statewide provision with its own permit and exemption framework, and other overlays may apply through the local planning scheme. That means two Melbourne properties can have different requirements even when the trees look similar.
Werribee, Craigieburn, Dandenong and Ringwood are served by different municipalities and planning schemes, so the form should collect council and address before presenting authority-specific advice. A development-related enquiry needs to identify building, driveway, trenching or access impacts on roots and canopy, while neighbour-tree work needs ownership and lawful access clarified. Public trees should be reported to the land manager rather than sold as ordinary private work.
Vegetation close to overhead powerlines requires a separate electrical-safety check and appropriately authorised people; no photo or arborist credential alone establishes authority to work in the danger zone. Ads should use real qualifications and distinguish consulting reports, climbing, elevated platforms, stump grinding and traffic control. “Safe tree” claims should be replaced with an inspection scope and current observations because weather and hidden defects can change risk.
