01The local market

A Canberra campaign should begin with the service and operating model rather than one all-purpose detailing offer. Mobile maintenance, an interior recovery, workshop correction, coating preparation and a caravan or work-vehicle detail need different facilities, labour and customer expectations. A mobile enquiry needs a suburb inside the real travel map, authority to use the property, lawful parking, a safe workspace, a suitable surface and a controlled wastewater route.

A workshop enquiry needs the actual drop-off address, vehicle-size limits, secure storage, preparation space and a realistic collection window. Fyshwick, Belconnen, Gungahlin and Tuggeranong can be useful service-zone prompts, but they should not appear as separate promises unless the operator can consistently deliver the same offer and terms there. Icon Water says approval is required before liquid trade waste is discharged to Canberra's wastewater network.

Its standard customer contract does not allow liquid trade waste discharge, so a separate customer contract is negotiated through the application and approval process. A business without an approval applies for one, while a changed tenant or activity may need a variation. A lease, floor drain, previous car-wash tenant or connection to sewer does not prove that the current detailer and current process are approved.

Advertising should describe only the wash area, collection, pre-treatment, products and discharge arrangements the business can verify while the operator confirms its current Icon Water approval and conditions. Icon Water's current vehicle washing and detailing guide note gives this industry a specific local framework. It covers commercial and non-residential vehicle washing and detailing facilities that are pre-determined as Category A when the stated conditions are met, including mobile detailing where wastewater is discharged to the sewerage network.

The Category A conditions include a maximum discharge volume of 5 kL per day, required pre-treatment used with good housekeeping and no excluded substances. The guide says discharges above 5 kL and below 20 kL per day are Category B and may attract additional requirements. Those thresholds are not an advertising entitlement: the actual process, volume, site, pre-treatment and negotiated approval still need to match Icon Water's requirements.

The same guide note makes product choice and housekeeping part of the wastewater process. Where detergents cannot be avoided with a mineral-oil separator, it calls for quick-break detergents; it also says oil spills should be dry cleaned before wash-down, grease scraped up and cleaning compounds kept compatible with the pre-treatment system. Oils, solvents, hydraulic fluids, chemicals and empty containers are to be stored in a separate bunded area that cannot drain to Icon Water's sewerage or the stormwater network.

02The campaign setup

A form can ask about the service, workshop process and proposed mobile site, but it cannot certify a wash bay, separator, chemical or disposal method. The operator needs to check the full current guide and approval rather than turning one product label into a compliance claim. Sewer approval and stormwater protection are separate decisions.

Section 48 of the current ACT Environment Protection Regulation 2005 applies to commercial vehicle washing and makes it an offence to allow runoff from the washing to enter a waterway. A mobile campaign therefore needs more than permission to park at a house, office or apartment complex. It should qualify the surface and slope, nearby gutters and pits, space for containment or recovery, safe water and power access, property authority and the lawful destination for collected wastewater.

The ACT Government's business-start guidance says mobile businesses can face extra waste-disposal, air-emission and noise rules, but its examples for other mobile services are not a blanket car-detailing approval. A home-based or shared-premises offer also needs its own site check. ACT Government guidance says a home business may need development or building approval, a landlord's approval on a residential lease, compliance with unit-title rules and attention to customer vehicles, access, noise, air emissions and effects on neighbours.

Those considerations depend on the property and use. An ad should not call a home garage, basement bay, visitor space, verge or workplace suitable merely because a customer selected mobile service. The useful promise is that the operator will assess the address and explain the site requirements before confirming the work.

Detailing products need a product-by-product safety check as well. WorkSafe ACT says a person conducting a business or undertaking must keep a hazardous-chemicals register listing each hazardous chemical used, handled or stored at the workplace and include a current Australian safety data sheet. The register must be readily accessible to workers involved with those chemicals, and the current safety data sheet informs precautions for use, handling, storage, personal protective equipment and emergency response.

Not every polish, coating or cleaner is automatically a hazardous chemical, but professional-grade, non-toxic, child-safe, pet-safe, allergy-safe and chemical-free claims do not replace the product classification or workplace controls.

03Claims and hand-off

Photos can help triage paint and interior condition but cannot establish paint depth, clear-coat condition, previous repairs, hidden contamination or a safe correction level. The quote path should document the inspected service, preparation, included panels and surfaces, vehicle-size assumptions, exclusions, price basis and the approval process for added work.

Cleaning, decontamination, polishing and protection do not silently include dent repair, panel work, spray painting, corrosion treatment, sensor work or mechanical repair. If an inspection changes the scope, the business should explain the change and obtain the customer's informed approval before proceeding. Coating, correction, price and environmental claims need evidence that supports the advertisement's overall impression.

The ACCC says claims about price, benefits, qualities and performance must be accurate, truthful and based on reasonable grounds, with important qualifications presented clearly. Its environmental guidance warns against broad claims such as green, environmentally friendly, eco friendly and sustainable when the real benefit and limits are unclear. A quick-break detergent, water-recovery method, sewer approval or recycled-water step does not prove the whole service has no environmental impact.

Coating duration, warranty, gloss, correction level, scratch resistance, turnaround and package price should identify the relevant vehicle, preparation, product, maintenance and assessment conditions. The lead form should finish with an honest next step. Collect vehicle type, make, model, year, size, paint and interior condition, previous protection, requested service, desired result, safe photos, suburb, workshop or mobile preference, proposed site details and timing.

Explain whether the team will review photos, inspect the vehicle, assess the mobile address, call the customer or prepare a conditional quote. A submission is not a paint diagnosis, Icon Water approval, runoff assessment, fixed quote, coating-warranty decision or confirmed booking.
