ACT Government defines four builder licence classes: Class A unlimited, Class B medium rise, Class C low-rise residential and Class D non-structural basic work, with separate endorsements for specialist work. Its building-approval guidance says most new builds, alterations, additions and demolition require building approval; a licensed builder must apply for a commencement notice before work starts. A Canberra campaign therefore needs the correct licence class and must keep building approval separate from commencement permission.

There is also a dated multi-unit distinction: from 1 October 2026, people carrying out specified developer activities for projects of three or more residential dwellings will need a property developer licence, while single dwellings and dual occupancies are excluded from that scheme.
